The Panthers will be without their State of Origin representatives for their Round 16 clash with the Warriors.
Game II will take place in Perth on Wednesday night, less than 72 hours before Penrith play on Saturday afternoon in New Zealand.
Coach Ivan Cleary confirmed that the club could not find a way to transport their NSW stars to the match in time.
This means that Nathan Cleary, Isaah Yeo, Liam Martin, Dylan Edwards and Brian To'o will all be out of action.

"Well, the Origin players won't be playing because they can't," coach Cleary said in his post-match press conference on Saturday.
"I don't think it's fair that we can't play ... we should be able to make that decision.
"Through flights, we just can't get them there."

Bulldogs boss Phil Gould has sided with his former club, labelling the NRL's scheduling decision as "ridiculous".
"What about the ridiculous scheduling for the poor old Panthers this week," he said on the ‘Six Tackles with Gus’ podcast.
"They are playing on Wednesday night in Perth, all these Origin players, and they’ve got them backing up ... in New Zealand.
"How would they expect those players to back up? It’s terrible. If I was the Panthers club, I would be blowing up deluxe. They’re not going to take their Origin players across.
"Someone at the NRL probably said, ‘Oh it doesn’t matter, they won’t play anyway,' but in previous years, they were leading the comp. Now they are in a battle for the top eight, and I’m sure they would have loved to have had those Origin players available.
"How do we do that to our game? It’s shooting the product in the foot."
Cleary is set to name an understrength Panthers side for their clash with the Warriors.
The reigning champions sit just one point outside the top eight, while their opponents are flying high in third place.
